I personally wouldn't class 'hair' as plural, but this is all a matter of definitions. I would say that 'hair' is only plural when you add 's' at the end.

It's true that the non-countable 'hair' consists of many 'hairs', but 'hair' is treated grammatically as singular. You say "Tom's hair is long' and not "Tom's hair are long".

But of course, this is about definitions - yours is as valid as mine is.
