Because having FDR squeezed between Reagan and GW Bush is an insult to America.

I'm taking this as an opportunity to pick out a different POTUS that I don't know all that much about and spend a few minutes educating myself. So, today, I give a bump to James K. Polk.

While I'm not a fan of endorsing Manifest Destiny, his second-largest expansion of American territory in history went a long way toward giving us the America we have today. He did it be successful (aggressive) diplomacy regarding the British. He also founded the Smithsonian, started the stamp-based USPS, and other important domestic achievements. He established free trade for a time, and, in general, was quite successful in terms of achieving his goals and delivering on what he set out to do.

One more for the cowboy. Let's say Guatemala this time. I'm not just being silly. These countries deserve to be enumerated. The policies towards meso-America by Reagan killed hundreds of thousands and impoverished millions. E.g. in El Salvador the 'anti-communist quest for freedom' resulted in a fascist junta for 15 years. Having 'bad' dictators and 'good' dictators may work with part of the domestic audience but it definitely cuts no ice abroad.

So many choices...

I'll take a break from my Roosevelt bashing and take Herbert Hoover down a notch. There's a lot of reasons I could give for this, but today I think I'll go with his authorization of Mexican Repatriation.
